The comptroller serves as the state’s chief tax collector with hand in regulating businesses. The comptroller sits on the powerful, three-member Board of Public Works that has final say on state contracts and spending. The other two members are the governor and the state treasurer. The comptroller is a significant role in Maryland with the authority to collect taxes, has one of the three votes on the state’s board of public works, and determines the state’s budget.
Timothy J. Adams (D) made history when he was elected as Bowie’s first Black mayor in 2019. Now he’s looking to make history again as the state’s first Black comptroller – and the first person with paraplegia to ever hold a statewide office in Maryland. He is founder and CEO of Systems Applications & Technologies Inc., an engineering, technology and logistics company in Prince George’s County. Adams, a native of Louisiana, received a bachelor’s degree from Xavier University and his master’s degree from the University of New Orleans. He lives in Bowie with his wife, two children and a grandson.
Adams is up against Baltimore City Delegate Brooke Lierman, who announced her run in early December.
Mayor Adams Three Key Performance Indicators as State Comptroller Include:
1. Fiscal Accountability
Throughout his 30 year career span as a public servant and entrepreneur, Mayor Tim Adams has proven that he can deliver fiscal responsibility for the sake of social responsibility. He says he will bring that record and experience to the Maryland Comptroller’s Office.
As a successful tech-CEO, Adams plans to engage highly-skilled personnel to use the most current technology and best practices in data analytics, to crack down on tax cheats and recapture money that is rightfully owed to the State of Maryland.
Tim recently said,
There is nothing progressive about excessive and inappropriate spending. It puts a greater burden on those who are most vulnerable and destroys public trust in our government.
2. Economic Justice
As Maryland’s next Comptroller and Chief Fiscal Officer, Tim says he will protect families from tax fraud and safeguard vulnerable Marylanders from financial predators. He plans to use every tool at his disposal to create a level playing field where all children, families and small businesses have a fair chance to succeed.
According to Adams, as Comptroller, he will strongly support and advocate for laws – including but not limited to combined reporting – that close those loopholes and require major corporations doing business in Maryland to pay their fair share of taxes. Adams says this is a key premise, given that tax loopholes allow major corporations to avoid paying their fair share of taxes. Greater burden falls upon consumers and small businesses that are at the heart of our state’s economy.
3. Social Change
The fight for climate change and sustainability practices is a key factor for Adam’s campaign promises. He will use the legal and constitutional authority vested in his office to be a leader in Maryland’s fight. This effort , he explained will be enacted as the “swing” vote on the Board of Public Works, which approves wetlands permits that are necessary for private development. Adams will strongly oppose permit applications that will inflict damage upon ecologically sensitive lands, put the Chesapeake Bay’s critical area at risk and incentivize higher fossil fuel consumption.
